To which I have a couple of comments to make:
First of all, I am afraid this statement is not strong enough:
What does it mean, UNLESS it does Teshuvah? Do you have a deadline that you are setting, giving them a chance to do Teshuvah? How long do you want to wait?
The way this statement reads, the government will feel off the hook. They can always claim that they INTEND to do Teshuvah. Therefore I think the statement has to be crystal clear that ITS CURRENT and PAST POLICIES DESERVE A LAWSUIT ALREADY. Only IMMEDIATE AND PERMANENT POLICY REVERSAL WILL (POSSIBLY) AVERT THE MYRIAD LAWSUITS AWAITING IT.
Secondly, I want to remind you that GERMANY was sued for reparations and paid for a long, long time, and lots of money.
Israel is RICH. There is no reason why it can't be sued as well, the same way Germany was sued, for each death, each wound, each financial loss accrued as a result of its policies.
And the same goes to ALL the nations that egg on, push, shove, and force Israel to act the way it does.
