Report: PM Considering Pre-emptive Concessions

(Israelnationalnews.com) Prime Minister Binyamin Netanyahu is considering a package of political steps and benefits to the Palestinian Authority (PA) to be presented as part of a policy outline in the United States, according to a report in Haaretz. The moves are described as attempts to stop international pressure which is expected after a vote on an independent PA state in September.
The package includes "an additional redeployment of Israel Defense Forces units and more security control will be transferred to the Palestinian Authority. Some B Areas, in which Israel has security authority and the Palestinians only civilian authority, will be transferred to the authority's complete control. In addition, some C Areas, in which Israel has complete control,  will become B Areas," according to the report.
At the same time, Netanyahu intends to advance a return to negotiations via an international conference with the participation of Israel and the PA. His representatives will press Western countries to vote against the proposed PA state.

Yesha Council Slams Reported Concessions

(Israelnationalnews.com) The Yesha Council of Jewish communities in Judea and Samaria reacted Tuesday to the Haaretz report, that Prime Minister Binyamin Netanyahu was considering further concessions to the Palestinian Authority, by saying, "Instead of behaving in a level-headed and intelligent way, Israel is sending out signals of panic. This panic is a self-fulfilling prophecy. The Arabs and the international community smell it and, in response, increase the pressure and so forth."
The council statement continued, "In these days, when the south is absorbing the missiles of the previous withdrawal, it's amazing that someone is talking about an additional withdrawal. The correct course is to make it very clear that a unilateral Palestinian step will be answered by our unilateral steps, such as the application of sovereignty on Judea and Samaria or parts of it while activating the levers of political, economic, military and other pressure that the state of Israel has. This is the correct answer and not further concessions."

Israel Police in Nationwide Surprise Drill

Samaria Woman Survives Road Ambush Nissan 7, 5771, 11 April 11 10:01 by Gil Ronen (Israelnationalnews.com) Malkah Mahon of Maaleh Levona in Samaria was the victim of an apparent attempt to murder her Sunday afternoon. She had just driven out of Maaleh Levona and began heading toward Ariel, to see her son, when she encountered a vehicle with Palestinian Authority license plates apparently trying to carry out a U-turn in a bend in the road. Two Arabs were standing outside the vehicle. They motioned to her, inviting her to drive past them. Something seemed wrong, however, and Malkah decided to wait for the vehicle to complete its U-turn.  At that point the two Arabs approached her vehicle and tried to clamber onto it. "I started driving and they started pelting me with rocks and at the same time, the Palestinian car started ramming me several times and tried to knock me off the road," she told Arutz Sheva. Mahon managed to drive away and to press the distress button in her car. The IDF contacted her and asked her to drive to Eli, where she underwent initial IDF questioning about the event. A representative of the Judea and Samaria police was also present.  The attackers apparently fled to the nearby village of Sinjel. Mahon's late son, Evyatar, escaped an attempted abduction at Eli Junction on 2007, and his presence of mind and courage helped security forces arrest the three Hamas terrorists who attacked him. He was killed in a traffic accident a short time later, at age 17.5, on his way back from a trip in the Golan Heights. Residents of Maaleh Levona noted that this is not the first time that Arabs attempted an ambush against the community's inhabitants. Not long ago, a terrorist dressed as a haredi Jew tried to abduct a woman but a malfunction in his car foiled the attempt. Judea and Samaria Police spokesman Gil Elhadad told Arutz Sheva that the attack was "very grave" and that "serious" efforts are being made to locate the suspects. ( By the way, this looks like a Moshe Feiglin type of attack: illegal U-turn on the road, attempted murder by ramming of the offending vehicle into the victim's car. This seems to be a common modus operandi lately. Also, notice that it is not the first time the Mahon family has been targeted: is it all coincidental, and if not,why? Who are the Mahon's? Who decided to eliminate them? Obviously they are a very courageous, even heroic family, judging by the behavior of their son, ZT"L , who was learning in the Yeshiva of Itamar - see below - and I would assume they are leaders of their community. Notice that their son was killed in a car accident as well, - maybe only an accident that time, who knows.... Still, the fact that he was earlier the target of an abduction is noteworthy; the question is, who wants to get that family, and why? Coincidences of this nature are rather unlikely, I would think.  Notice also the name Barghouti appearing twice among the names of the three attempted abductors of Evyatar Mahon in 2007.  Barghouti, Hamas? I thought jailed Marwan Barghouti is a wannabe president of the P.A., a great friend of our leftist traitors, being visited in jail, wined and dined by them any chance they get: no family relation to the attempted abductors? After a visit to activist Itai Zar, MK Aryeh Eldad (National Union) sent an urgent message to Defense Minister Ehud Barak to investigate the charges against Zar of attacking a police officer. Eldad is convinced that "when the Minister investigates he will discover that this is a case of political persecution designed to terrorize residents of Judea and Samaria during a tense period, when the government is trying to freeze building for 330,000 people.

"It appears that the police have turned Zar into a symbol of what could happen to those who do not toe the line," Eldad said, adding that "there is no reason to keep him in prison."

Tzviya Sariel May Remain in Jail

Tzviya Sariel, who has been in prison for 45 days because she refused to agree to conditions posed by police for release on bail, may not get out of jail Friday, as had been scheduled. That's because the state has filed a petition against the court decision to release her. Sariel was arrested at a protest in Ramat Migron in November for resisting arrest, a charge she denies.

MK Michael Ben-Ari (National Union), who visited Sariel last week, said that "the time has come to investigate what lies behind the decisions of the police and prosecution when they file petitions against rightwing activists."

State Petition Against Sariel Release Denied

The Jerusalem District Court on Thursday blocked a petition by state attorneys against the release of Tzviya Sariel, arrested in November at a protest in Ramat Migron. The state had petitioned against her scheduled release Friday. Sariel is now set to be released Friday at noon.

Sariel was jailed because she refused to sign onto a deal that would have set bail for her, and would have set conditions against her participating in protests. 
Talmon Witnesses: Police Beating Protesters

In what appears to be a continuation of the violence committed by police earlier this week against residents of Tsufim, witnesses in Talmon Thursday morning said police had brutally beaten several protesters who were seeking to block Civil Administration building freeze inspectors from halting construction in the town. Witnesses said that police also prevented a woman who suffered an asthma attack from receiving treatment.

Six protesters have been arrested, four of them minors, police said.

According to the Council, Cohen's statement was "the chutzpah and arrogance of someone who uses large police forces, including well-armed, violent police officers using force all out of proportion against unarmed protesting children, women and men.

Probe into Uranium Experiments on Dimona Workers

(IsraelNN.com) Director Shaul Horev of the Israel Atomic Energy Commission appointed an independent committee Monday to look into a report by Haaretz that workers at the Negev Nuclear Research Center (NNRC) in Dimona were required to drink uranium in 1998 as part of an experiment. The news service reported earlier in the day that a former worker at the nuclear reactor facility filed a lawsuit in the Be'er Sheva Labor Court four months ago, alleging that researchers did not ask workers for written consent, nor were the subjects warned of its risks or side effects.

Horev, who was appointed to this post about two years ago and NNRC director Udi Adam, who was appointed about a year ago, said they knew nothing of the experiment and that their predecessors had not reported it to them.

On August 14, at 9 PM, Israeli television station, Channel Ten, broke all convention and exposed the ugliest secret of Israel's Labor Zionist founders; the deliberate mass radiation poisoning of nearly all Sephardi youths.

The expose began with the presentation of a documentary film called, The Ringworm Children, and concluded with a panel discussion moderated by TV host Dan Margalit, surprising because he is infamous for toeing the establishment line.

A Moroccan singer was joined by David Edri, head of the Compensation Committee for Ringworm X-Ray Victims, and Boaz Lev, a spokesman for the Ministry Of Health.

In 1951, the director general of the Israeli Health Ministry, Dr. Chaim Sheba flew to America and returned with 7 x-ray machines, supplied to him by the American army.

They were to be used in a mass atomic experiment with an entire generation of Sephardi youths to be used as guinea pigs. Every Sephardi child was to be given 35,000 times the maximum dose of x-rays through his head. For doing so, the American government paid the Israeli government 300 million Israeli liras a year. The entire Health budget was 60 million liras. The money paid by the Americans is equivalent to billions of dollars today. To fool the parents of the victims, the children were taken away on "school trips" and their parents were later told the x-rays were a treatment for the scourge of scalpal ringworm. 6,000 of the children died shortly after their doses were given, while many of the rest developed cancers that killed them over time and are still killing them now. While living, the victims suffered from disorders such as epilepsy, amnesia, Alzheimer's disease, chronic headaches and psychosis.

Yes, that is the subject of the documentary in cold terms. It is another matter to see the victims on the screen. ie. To watch the Moroccan lady describe what getting 35,000 times the dose of allowable x-rays in her head feels like.

"I screamed make the headache go away. Make the headache go away. Make the headache go away. But it never went away."

To watch the bearded man walk hunched down the street.

"I'm in my fifties and everyone thinks I'm in my seventies. I have to stoop when I walk so I won't fall over. They took my youth away with those x-rays."

To watch the old lady who administered the doses to thousands of children.

"They brought them in lines. First their heads were shaved and smeared in burning gel. Then a ball was put between their legs and the children were ordered not to drop it, so they wouldn't move. The children weren't protected over the rest of their bodies. There were no lead vests for them. I was told I was doing good by helping to remove ringworm. If I knew what dangers the children were facing, I would never have cooperated. Never!"

Because the whole body was exposed to the rays, the genetic makeup of the children was often altered, affecting the next generation. We watch the woman with the distorted face explain, "All three of my children have the same cancers my family suffered. Are you going to tell me that's a coincidence?"

Everyone notices that Israeli Sephardi women in their fifties today, often have sparse patchy hair, which they try to cover with henna. Most of us assumed it was just a characteristic of Sephardi women. We watch the woman on the screen wearing a baseball-style hat. She places a picture of a lovely young teenager with flowing black hair opposite the lens. "That was me before my treatment. Now look at me." She removes her hat. Even the red henna can't cover the horrifying scarred bald spots.

The majority of the victims were Moroccan because they were the most numerous of the Sephardi immigrants. The generation that was poisoned became the country's perpetual poor and criminal class. It didn't make sense. The Moroccans who fled to France became prosperous and highly educated. The common explanation was that France got the rich, thus smart ones. The real explanation is that every French Moroccan child didn't have his brain cells fried with gamma rays.

The film made it perfectly plain that this operation was no accident. The dangers of x-rays had been known for over forty years. We read the official guidelines for x-ray treatment in 1952. The maximum dose to be given a child in Israel was .5 rad. There was no mistake made. The children were deliberately poisoned.

David Deri, makes the point that only Sephardi children received the x-rays.

"I was in class and the men came to take us on a tour. They asked our names. The Ashkenazi children were told to return to their seats. The dark children were put on the bus."

The film presents a historian who first gives a potted history of the eugenics movement. In a later sound bite, he declares that the ringworm operation was a eugenics program aimed at weeding out the perceived weak strains of society. The film now quotes two noted anti-Sephardi racist Jewish leaders, Nahum Goldmann and Levi Eshkol.

Goldmann spent the Holocaust years first in Switzerland, where he made sure few Jewish refugees were given shelter, then flew to New York to become head of the World Jewish Congress headed by Samuel Bronfman. According to Canadian writer Mordecai Richler, Bronfman had cut a deal with Prime Minister Mackenzie King to prevent the immigration of European Jews to Canada.

But Levi Eshkol's role in the Holocaust was far more sinister than merely not saving lives. He was busy taking them instead. From a biography of Levi Eshkol from the Israeli government web site:

"In 1937 Levi Eshkol played a central role in the establishment of the Mekorot Water Company and in this role was instrumental in convincing the German government to allow Jews emigrating to Palestine to take with them some of their assets - mostly in the form of German-made equipment."

While world Jewry was boycotting the Nazi regime in the '30s, the Jewish Agency in Jerusalem was propping up Hitler. A deal, called The Transfer Agreement, was cut whereby the Nazis would chase Germany's Jews to Palestine, and the Labor Zionists would force the immigrants to use their assets to buy only German goods. Once the Jewish Agency got the German Jews it wanted, those they secretly indoctrinated in the anti-Judaism of Shabtai Tzvi and Jacob Frank, they let the Nazis take care of the rest of European Jewry. David Deri, on film and then as a panel member, relates the frustration he encountered when trying to find his childhood medical records.

"All I wanted to know was what they did to me. I wanted to know who authorized it. I wanted to trace the chain of command. But the Health Ministry told me my records were missing."

Boaz Lev, the Health Ministry's spokesman chimes in, "Almost all the records were burned in a fire."

So let us help Mr. Deri trace the chain of command. But now I must intrude myself in the review. About six years ago, I investigated the kidnapping of some 4500, mostly Yemenite immigrant infants and children, during the early years of the state. I met the leader of the Yemenite children's movement, Rabbi Uzi Meshulum, imprisoned for trying to get the truth out. He was later returned home in a vegetative state from which he has not emerged. He told me that the kidnapped children were sent to America to die cruelly in nuclear experiments. The American government had banned human testing and needed guinea pigs. The Israeli government agreed to supply the humans in exchange for money and nuclear secrets. The initiator of Israel's nuclear program was Defence Ministry director-general Shimon Peres.

Rabbi David Sevilia of Jerusalem corroborated the crime and later, I even saw photos of the radiation scars on the few surviving children, and the cages the infants were shipped to America in.

Just over five years ago I published my belief on the internet, that Israel's Labor Zionist founders had conducted atomic experiments on Yemenite and other Sephardi children, killing thousands of them. Almost three years ago, I published the same assertion in my last book, Save Israel!. I suffered much scorn for doing so. However, I was right.

We return to the documentary. We are told that a US law in the late '40s put a stop to the human radiation experiments conducted on prisoners, the mentally feeble and the like. The American atomic program needed a new source of human lab rats and the Israeli government supplied it.

Here was the government cabinet at the time of the ringworm atrocities:

That a program involving the equivalent of billions of dollars of American government funds should be unknown to the Prime Minister of cash-strapped Israel is ridiculous. Ben Gurion was in on the horrors and undoubtedly chose his son to be Police Minister in case anyone interfered with them.

Now let's have a quick glance at the other plotters, starting with the Finance Minister Eliezer Kaplan. He handled the profits of the operation and was rewarded for eternity with a hospital named after him near Rehovot. But he's not alone in this honor. The racist bigot Chaim Sheba, who ran Ringworm Incorporated, had a whole medical complex named after him. Needless to say, if there is an ounce of decency in the local medical profession, those hospital names will have to change.

Then there is Yosef Burg, who the leaders of the Yemenite Children's movement insist was the most responsible for the kidnappings of their infants. As Health Minister, he certainly played a pivotal role in the Ringworm murders. That would go a great way to explaining the peculiar behavior of his son, the peacemaker, Avraham Burg.

Let us not forget Moshe Sharrett, who had Rabbi Yoel Brand arrested in Aleppo in 1944 for proposing a practical way to save 800,000 Jews trapped in Hungary. Sharrett's most cited quote is, "If Shimon Peres ever enters this government, I will tear my clothes and start to mourn." Several Yemenite Children activists told me Sharrett was referring to the kidnapping of the Yemenite children when he made this statement.

And other amateur historians have told me that Levi Eshkol openly and proudly announced his belief in the tenets of Shabtai Tzvi, but try as I have, I haven't tracked down a citation. However, we do know of Eshkol, that during the period of the radiations, he served first as Settlement Minister, then took over from Kaplan as Finance Minister. From his bio:

"In 1951 Eshkol was appointed Minister of Agriculture and Development, and from 1952 to 1963 - a decade characterized by unprecedented economic growth despite the burden of financing immigrant absorption and the 1956 Sinai Campaign - he served as Minister of Finance. Between 1949 and 1963, Eshkol also served as head of the settlement division of the Jewish Agency. In the first four years of statehood, he was also treasurer of the Jewish Agency, largely responsible for obtaining the funds for the country's development, absorption of the massive waves of immigrants and equipment for the army."

In short, Eshkol was the person most responsible for Israel's immigrants, the ones he sent to radiation torture chambers.

Finally, there is Golda Meir. We don't know her role, but she was in on the secret and rewarded for it. Note that every prime minister thereafter until 1977, when the honorable Menachem Begin was elected, came from this cabal. And note also, that no one from what is called the Right today, was privy to the slaughter of the Sephardi children.

Apply that lesson to a contemporary fact: It is the descendants of these butchers who brought us the Oslo "peace" and are determined to wipe out the settlers of Judea, Samaria and Gaza as surely as they had dealt with the inferior dark Jews who came into their clutches fifty years before.

Now try and imagine it is 1952 and you are in a cabinet meeting. You will be debating whether to send the Yemenite babies to America for their final zapping, or whether to have them zapped here. That is what the Luciferian, satanic Sabbataian founders of our nation were prattling on about when they got together to discuss the affairs of state.

After the film ended, TV host Dan Margalit tried to put a better face on what he'd witnessed. Any face had to be better than what he had seen. He explained meekly, "But the state was poor. It was a matter of day to day survival." Then he stopped. He knew there was no excusing the atrocities the Sephardi children endured.

But it was the Moroccan singer who summed up the experience best. "It's going to hurt, but the truth has to be told. If not, the wounds will never heal."

There is one person alive who knows the truth and participated in the atrocities. He is Leader Of The Opposition Shimon Peres, the peacemaker. The only way to get to the truth and start the healing is to investigate him for his role in the kidnapping of 4500 Yemenite infants and the mass poisoning of over 100,000 Sephardi children and youths.

But here is why that won't happen. It is a miracle that The Ringworm Children was broadcast at all. Clearly though, someone fought for it but had to agree to a compromise. The show was aired at the same time as the highest-rated show of the year, the final of Israel's, A Star Is Born. The next day, there was not a word about The Ringworm Children in any paper, but the newly-born star's photo took up half the front pages.

That's how the truth is buried in Israel, and somehow, these tricks work. The same methods were used to cover up the Rabin assassination.

However, a few hundred thousand people saw the film on their screens and they will never forget the truth. If the Rabin assassination doesn't bury Labor Zionism for good, then The Ringworm Children eventually will.

'U.S. funded anthrax vaccine trials on IDF soldiers'

The United States provided some $200 million to fund a top secret laboratory and assembly line in Israel which developed and produced a vaccine for anthrax, according to the Internet news site Intelligence Online.

The exact location of the lab, which is reported to be run by the Nes Tziona-based Israel Institute for Biological Research, was not mentioned in the report.

The Intelligence Online story focused on the legal battle being waged by Israel Defense Forces soldiers who took part in an army-run test of the anthrax vaccine 13 years ago.

According to the report, the U.S. sought to develop an improved vaccine against anthrax following the 1991 Gulf War. Because U.S. authorities feared they would have difficulty in winning approval to conduct a trial, Washington requested that the IBR conduct the experiments and share the results of the trials.

Last month, a panel established by the Israel Medical Associated stated that anthrax vaccine experiments conducted on IDF soldiers in the early 1990s were scientifically unjustifiable.

The experiments, carried out by the IDF's Medical Corps and the Nes Tziona Biological Institute, meant to determine the efficacy of an anthrax vaccine.

The experiments were carried out in light of what was then defined as the "strategic threat" of a surprise biological attack facing Israel. However, the report said that it was not clear who made the decision.

The experiment, nicknamed "Omer 2," was held during the first part of the 1990s and included 716 IDF soldiers picked out of a pool of 4,000.

Following a three-month legal battle in Israel's High Court of Justice, the report was finally approved for publication, though some references about Israel's relations with a foreign country were deleted.

Medical panel: Anthrax experiments on IDF soldiers were unjustified

Anthrax vaccine experiments conducted on Israel Defense Force soldiers in the early 1990s were unjustifiable, states a report, compiled by a panel estblished by the Israel Medical Association (IMA), and authorized for publication on Wednesday.

The experiments, carried out by the IDF's Medical Corps and the Nes Tziona Biological Institute, meant to determine the efficacy of an Anthrax vaccine.

The experiments were carried out in light of what was then defined as the "strategic threat of a surprise biological attack facing Israel. However, the report said that it was not clear who the decision makers were who determined the vaccine's necessity.

The experiment, nicknamed "Omer 2," was held during the first part of the 1990s and included 716 IDF soldiers picked out of a pool of 4,000.

Following a three-month legal battle in Israel's High Court of Justice, the report was finally approved for publication Wednesday.

The report on the experiment was drafted by a special committee of doctors, a legal advisor, and a scientist from the Weizmann Institute of Science

The medical panel was assembled upon the recommendation of the IMA ethics committee and approved by the IDF medical corps, with the court's blessing. The High Court also accepted the request of Defense Ministry's security chief and ordered a few central paragraphs of the report be stricken as a result of national security concerns.

The Chairman of the medical committee, Dr. Reuven Porat, told Haarestz that the panel was not presented with any official evidence indicating that either the government, the defense minister of the IDF chief of staff had authorized the development, testing, or production of the vaccine.

However, the committee did hear oral testimony claiming that then-Prime Minster Yitzhak Rabin ordered the production of the vaccine and that his successor, Shimon Peres, upheld that decision.

The only official document viewed by the committee that "dealt with the experiment" was written by the deputy Defense Minister.

The report insinuates that it was improper motivation that prompted the launch of the experiments, but it does not specify what these motivations were, saying that the panel "could not make out the true inspiration behind them."

The report reveals that even while the experiment was taking place Israel already had a stock of vaccines, a fact which further raised the concern that the experiment wasn't necessary that it was carried out as a result of external pressure.

"An accelerated effort to produce large quantities of the vaccine was underway a year prior to the experiment, and by the time the experiments were launched, Israel had enough vaccines to cover the civilian concerns," the report said.

It was the committee members impression, even though it was not expressed in the final report, that the person who was the driving force behind the experiment was Dr. Avigdor Shafferman, the director of the Nes Tziona Biological Institute and an anthrax specialist.

The committee raised doubts as to Dr. Shafferman's motivations for advancing the experiment. "The committee attempted to determine," the report says, "whether decision makers in the defense and political establishments were pressured by interested anthrax researchers or research establishments to bring about the development of the vaccine, regardless of existing strategic threats."

The report sees Dr. Shafferman's refusal to appear before it as the reason for its inability to definitively answer those questions.

The Medical Corps and the IDF were cooperative and sent representatives to appear before the committee.


The committee's report also severely criticizes the "shroud of secrecy" which the experiments' directors implemented and asks whether "that secrecy was geared at hiding the tests from the Israeli public."

The report concludes that "the committee remains unconvinced as to the necessity of this shroud of secrecy and in any case it is clear that a large number of people did in fact know of the experiment's existence ? a fact which is not in keeping with hiding it from Israel's enemies."

So, the committee states, this "issue is of utmost importance since it raises questions as to the true motives behind the decision to keep the tests secret, including the fact that it was administered to soldiers, which may have not been necessary."

The panel's suspicions were further raised as a result of the fact that while the experiments were conducted on soldiers, their effectiveness or potential hazards were not tested on those sections of the population for which the vaccine was intended. "The selection of soldiers as testing subjects hindered the experiments' declared purpose ? to examine the safety and efficacy of the vaccine in case of wide dissemination to a civilian population," the report said.

The committee also found that the Medical Corps and the IDF did not follow the guidelines of the Helsinki Accords, which has been regulating the procedures of experiments on humans since 1975. According to the report, enlisting soldiers under direct military authority was improper and ran against the principles of the Helsinki Accords.

Israel and the IDF accepted the principles of the Helsinki Accords, declaring many times that they meet their standards. In reality, however, the report states that "the military Helsinki committee failed to fulfill its duties in 'Omer 2' in every one of the points examined by the report."

"No scientific justification was found for the experiment, scientific background was lacking, the experiment's design and execution did not suit its goals, and no result would have justified those goals. Also, conventional guidelines were not followed, risks and possible side effects were not thoroughly investigated, and a follow-up mechanism to keep track of participating soldiers was not set up."

By stating so, the committee in fact reaffirms the claims made by several dozen soldiers, first made public on the Israeli channel two program Uvda (Fact). The soldiers, who claim that the experiment has brought upon life-threatening side effects, are now suing the IDF, with the assistance of attorneys Boaz Ben Tzur and Moshe Mazor, in a bid to obtain documents pertinent to the tests.

Israeli Physicians for Human Rights have also filed a lawsuit through attorney Michael Sfard.

Nonetheless, the Israel Medical Association committee concluded that the experiment's directors conducted the tests "in good faith. We were impressed by the experiment's directors and medical supervisor's credibility, and of the fact that they were convinced that they were doing the best they could do in order to advance what they saw as a worthy project."

As for the claims made by soldiers who testified in the committee, the report states that "the experiment's results have yet to be summarized. However preliminary results show a side effect rate of a few dozen percent, most of which are considered both inconsequential and transient."

Secret IDF anthrax experiment participants develop illnesses

Israeli investigative program "Uvda" (fact) reported Tuesday that dozens of soldiers belonging to elite Israel Defense Forces units have been suffering from various illnesses over the last few years after participating in a secret IDF experiment meant to aid in the development of an anthrax vaccine.

The experiment was sponsored by the Defense Ministry, and included 800 test subjects since 1999, the report said.

Channel 2's Uvda maintains that the soldiers participating in the experiment were prohibited from disclosing information regarding the experiment, event to their families. They were not allowed to talk about the experiment even after they began developing illnesses, some of them incurable.


The report reveals that some of the soldiers developed unexplained skin tumors, severe lung infections, serious migraine headaches, bronchitis and even epilepsy symptoms.

Despite the likely connection between the symptoms and the secret experiment, Channel 2 reports, the Defense Ministry and the IDF have not taken responsibility over the medical care of those soldiers undergoing treatment in civilian medical facilities.

One of the soldiers who took part in the experiment told channel 2 "They said that one group would receive the American vaccine, and the other group would receive the experimental Israel vaccine. The specifically explained to us that the vaccine is not dangerous and that we were not being injected with the actual virus, not even the dead virus. Instead, they said they would inject us with the altered DNA of the virus. They said it was very advanced."

Giora Martinovich, former chief medical officer for the IDF, went public after the television expose, telling Israel Radio that the program had been ordered amid fears of an anthrax attack by Iraq under Saddam Hussein, and because foreign-made vaccines were not available.

"It seemed clear that the Iraqis would use it (anthrax) against us," he said. "It is not possible to buy, abroad, a large quantity of vaccine, which exists only in the United States or in England. Therefore the state of Israel had to develop its own vaccine."

The Defense Ministry issued a response to the claims saying "the research was conducted in preparation for the protection of the population of Israel from a strategic threat. It was conducted under the approval of the Helsinki committee [for human experimentation] and was carried out with the help of soldiers who volunteered, who were kept under very strict medical observation. They were told in detail about the research and given the option to quit at any time."

Anthrax is a deadly bacterial disease and its spores can be used in germ warfare to infect victims. The United States has long required that its troops serving in Iraq, Afghanistan and South Korea be vaccinated against anthrax.

Defense attempting to block report about anthrax trial

The Defense Ministry is attempting to block or delay the release of a new report criticizing the Israel Institute for Biological Research in Nes Tziona for its experiment on an anthrax vaccine, which allegedly afflicted the trial subjects.

Shortly before the committee, established by the Israeli doctors union, was due to publish its report last month, Amir Kain, director of security for the defense establishment, demanded to see the report to ensure it did not reveal state secrets. The committee refused, saying the report was not damaging to state security and that the defense establishment had already scrutinized and censored certain documents associated with the report.

The state prosecution, representing Kain, petitioned the High Court of Justice to block the report from being released, and the court issued a temporary injunction to delay publication.

The doctors union and some Israel Defense Forces soldiers, who were vaccinated as part of the experiment, filed a counter-petition to immediately release the report. The High Court will discuss the issue today. If the report is released, criticizing the biological research institute, its director, Avigdor Shafferman, and the IDF Medical Corps - all of which were involved in the experiment, it could support the soldiers' demand that the state recognize the injustice done to them and compensate them accordingly.

The committee, headed by Prof. Reuven Porat, was established by the Medical Corps to clear its name of any involvement in the controversial experiment. The once-secret experiment, called Omer Two, began in 1998 and lasted eight years.

In the experiment, which was conducted under the auspices of the army's Helsinki committee on human experimentation, 716 IDF soldiers were given seven doses of an anti-anthrax vaccine developed by the Nes Tziona biological institute. But despite the involvement of the Helsinki committee, the mandated procedures were not followed in full, and there was no extended medical supervision of the vaccinated soldiers.

A year and a half ago, a group of soldiers vaccinated in the experiment asked the IDF and Defense Ministry for all the details of the experiment, saying they suffered from debilitating side effects.

The army and Defense Ministry ignored the request and would not recognize the soldiers as disabled veterans - eligible for benefits from the IDF.

The soldiers petitioned the High Court to instruct the relevant authorities to provide all the relevant data and establish a state commission of inquiry into the anthrax experiment.

Kain said in response that he had no intention of blocking the publication, only of making sure that state secrets were not revealed in the report.

Kain also said he did not plan to attempt to shield the Nes Tziona Institute and/or its director Shafferman, from criticism.



Defense Ministry raids home of bio institute whistleblower

Defense Ministry investigators raided the home yesterday of a former employee of the Israel Institute for Biological Research in Nes Tziona who is suspected of revealing state secrets.

The investigators, from the Defense Ministry's security arm, accompanied by a police officer, confiscated a computer hard drive and other material belonging to Dr. Yehoshua Gozes during the search of his Ramat Hasharon home. He was taken the Defense Ministry's Kirya compound in Tel Aviv for questioning.

Gozes refused to answer questions, and through the intervention of his attorney, Devorah Chen, he was released.

The raid was carried out with the approval of the state prosecutor's office.

The investigation began in June 2008 following an article in Haaretz about anthrax vaccine experiments conducted on Israel Defense Force soldiers in the early 1990s, led by Dr. Avigdor Shafferman, the director of the institute and an anthrax specialist. The article, which revealed problems and mishaps in the process of working on the vaccine, was released for publication only after a prolonged legal battle.

Since the investigation of a suspected leak at the institute, a number of employees have been questioned about their ties to Gozes. Gozes, a past chairman of the researchers' work committee, left the institute following recurring friction with Shafferman.

Since then he has reportedly been seen by Shafferman and the Defense Ministry's security arm as a "troublemaker," because of complaints he filed with the State Ombudsman and other officials about Shafferman's work.

The raid and the confiscation of documents are "scare tactics," Gozes told Haaretz yesterday.

"I have no doubt that this is revenge for my past activities as a representative of workers and my criticism of Dr. Shafferman's conduct," he said.

A committee of the Israel Medical Association recently released a report that was highly critical of the anthrax vaccine's development by the institute, citing what it called the IDF Medical Corps' scientifically unjustified trials, which contravened the Helsinki guidelines for human experimentation. The report hinted that Shafferman had "extraneous motives" in deciding to experiment on IDF soldiers at a time the state already had stockpiles of millions of doses of the vaccine.

The Defense Ministry spokesman declined to comment.
