Technically, uninspected fruit must be excluded from baggage, for fear of infestation by foreign bugs. That is the rule when bringing in fruit to the U.S. I was forced to discard my Israeli oranges when I arrived at Kennedy Airport in New York.
However, you raise the valid point about discriminatory enforcement against Hareidim, which shown that the Israeli authorities couldn't care less about infestation when secularists are involved.
They only invoke the law when they can use it to harass Hareidim.
