If that were the case, the government would not increase the tax on the imports davka when the haredi public needs them the most.

 And when it was convenient for them, the old guard brought whatever they wanted.

And if the were really serious, they would pass a form for EVERYBODY on the plane, with clear instructions, signature, threat of fines, everything. They wouldn't just crack down on the Charedim.
