More HBGary Federal Fallout: The Government Wants To Buy Software To Fake Online Grassroots Social Media Campaigns

The latest in the long line of revelations from the HBGary Federal email leak, is that HBGary Federal wanted to create software that could make it easy for staffers to create and maintain a massive number of fake online social network personas, allowing them to control virtual armies of totally fake people, whose only mission is to spy on others and spew paid-for propaganda. But, what's even more amazing is that not only did the emails reveal HBGary Federal employees talking about building a platform for letting people more easily manage an army of fake personas, but that the US government put out a request for exactly that kind of software last June, with its request for "Persona Management Software."

Software will allow 10 personas per user, replete with background , history, supporting details, and cyber presences that are technically, culturally and geographacilly consistent. Individual applications will enable an operator to exercise a number of different online persons from the same workstation and without fear of being discovered by sophisticated adversaries. Personas must be able to appear to originate in nearly any part of the world and can interact through conventional online services and social media platforms. The service includes a user friendly application environment to maximize the user's situational awareness by displaying real-time local information.

The request appears to come from the Air Force, and the idea is to use such a tool in Afghanistan and Iraq... but if the government has such tools, is it really that big of a stretch to see them using them in other contexts as well? While I do wonder how effective such a tool really is, the idea that it can pretty successfully build up "friends" using social media, and then use those for propaganda purposes seems just wrong. It seems that even the folks at HBGary Federal were somewhat perplexed by this government opportunity, with one employee sending around an email that said, simply: "WTF Dude?" while someone else questioned whether it could really be serious.

A new Facebook page called "Third Palestinian Intifada" was established this week with the purpose of setting a date to start another Intifada against Israel.

The group opened up on March 6th 2011, and as of today, the 8th of March, it already has over 30,000 members. Their goal is to get one million followers in one week. While they are still not close to that mark, one thing is certain - it's growing too fast

...Is it too hard to imagine that the horrific plan of extermination of Israel by hordes of Muslims, all invading Israel at once on May 15, could in fact be the product of some sick NATO, U.S., and U.N. imagination, and was created by a central command creating fake personas all over the internet, as an integral part of WAR AGAINST ISRAEL BY THE ARMY OF ROME???

NATO and the international community face great challenges in the 21st century – globalization offers more freedom and prosperity, but also new threats to our security. Research and political consulting can help policymakers and the public address these crucial issues. As a consequence, the NATO Defense College has upgraded in 2007 its former Academic Research Branch to a Research Division (RD) as one of the pillars of the activities of the NDC.

The RD's civil and military researchers come from a variety of disciplines and interests covering a broad spectrum of security related issues. They publish widely in NDC papers as well as in internationally-reputed peer-reviewed journals books and newspapers. They also contribute to the policy and academic debate on NATO related security issues through their participation in international forums.

Occasionally, RD invites external experts to write analyses on behalf of the NATO Defense College. A broad collection of publications is available in Adobe Acrobat PDF format. While the majority of the papers are produced in English, some of them are also available in French.

Furthermore, RD convenes a number of conferences, workshops and international events either to support the research activities or in support of the NATO Defense College’s educational program.

The overarching goal of the RD is to provide the NATO's senior leaders with sound and timely analyses and recommendations on current issues of particular concern the Alliance. Furthermore the activities of the RD can help to convey NATO's positions to the wider audience of the international strategic community and will thereby contribute to strengthen the transatlantic links.

The Division also welcomes competitively selected research fellows from Partnership for Peace (PfP), Istanbul Cooperation Initative and Mediterranean Dialogue countries. These fellows conduct research on topics which are of ultimate interest for NATO's political and military decision making bodies as well as for the international "strategic community".
