 There are facilities at several locations built for the stated purpose of "sifting" all electronic communications on the network for suspected terrorist activity.

 It would be absurd to imagine that anyone would exploit such access for nefarious purposes.

Note that all electronic communications run on a single global network, including telephone and internet.

The system was designed and built by DARPA.
