Pirate Arab Water Connections Detached

(Israelnationalnews.com) Over 200 Arab pirate connections to Israel’s main water lines, siphoning off water to PA Arabs who do not pay, have been detached in a joint police-Mekorot action.
Mekorot Water Company workers, under close police protection, have completed an operation disconnecting 230 pirate Arab connections to Israel’s main water lines. The connections siphoned off much-needed water for the benefit of Palestinian Authority Arabs, who thus avoided paying for the commodity.
In addition, the IDF’s Judea Region destroyed several small reservoirs in which stolen water was gathered in the Kiryat Arba-Hevron region.
On yet another front in the war against water thieves, police have begun laying ambushes, making several arrests and confiscating over 85,000 meters (53 miles) of piping used to pipe the stolen H2O to Arab fields and homes.
Infrastructures Minister Uzi Landau, who gave the order to take a stronger hand against the water thefts, expressed his satisfaction with the cooperation among the various bodies. “We plan to continue working to stop all water piracy, which affects the lives of all residents in the region," he added.
Residents of Kiryat Arba and neighboring communities, and Arabs as well, have suffered from lack of water in their faucets on numerous occasions, especially on especially hot days. The army has been frequently forced to deliver water to the towns. It has also been noticed, at the same time, that Arab fields along the roads of Judea appear to be extra green and thriving.
“Water theft is a grave phenomenon,” Landau said, “and it most manifest in Judea and Samaria. We have to deal with it seriously, especially in a country like ours where water is so precious.”
In a related item, the level of the Kinneret (Sea of Galilee), Israel’s main water reservoir, is in the midst of its customary summer drop. It now stands at approximately 213.5 meters below sea level – slightly more than half a meter higher than it was last year at this time. However, it is also a half-meter below the level beyond which authorities strive not to let it drop.

Bagelers decry New York tax

Any way you slice your bagel, if you slice it in New York, it's going to cost you more.
New York State tax officials are enforcing a sales tax for sliced or prepared bagels (with cream cheese or other toppings), along with whole bagels eaten in the store, according to the state Department of Taxation and Finance.
Whole bagels sold for takeout are not subject to sales tax, but "any handling or preparation at the shop turns it into a taxable event," says Brad Maione, a spokesperson for the DTF.
Although Maione says the sales tax is not a new provision and that the stepped up enforcement is due to better technology, bagel-store owners say the tax was news to them.
Kenneth Green, the owner of 33 Bruegger's Bagel franchises throughout New York, says he never charged patrons the bagel tax and says he found out he owed back taxes this summer when the state audited his company.
"We think it's unfair. They audited us four times in the past 20 years and never raised this before. We are a law abiding company and tax payers. They are requiring us to pay three years worth of taxes we never collected," said Greene.
The tax on a sliced bagel is roughly 8 cents. Greene estimated that because of the audit he'll have to pay thousands in back taxes.
And Greene isn't alone. In 2009 2,732 restaurants were audited state-wide. That year, 646 restaurants were audited for bagel malfeasance in New York City alone. In 2010 that number jumped to 1,077.
Why the spike in bagel audits? Skeptics say it isn't new technology or better methodology, they say it's because New York state is broke.
"I think it's the way the state gets more money. I didn't expect that slicing a bagel would require taxing," said Linda Wilpon, owner of Ess-a-bagel.
This all comes at a bad time for small businesses struggling to hold on during the recession, according to Tad DeHaven, a budget analyst at The Cato Institute.
"Instead of thinking what can be done to encourage small business owners, they are wasting their time and taxpayer money, harassing job creators to fund the state budget," he said.
And the tax code seems unclear. A sliced bagel gets taxed are but sliced bread at a bakery apparently isn't.

IRS SUED FOR DISCRIMINATION
AGAINST ORGANIZATIONS THAT DON’T SHARE ADMINISTRATION’S POSITIONS ON ISRAEL

Z STREET, a pro-Israel non-profit corporation, filed a lawsuit in federal court today charging that the IRS violated the organization’s First Amendment rights.  The suit was filed after Z STREET was told by an IRS official that its application for tax-exempt status has been delayed
because an IRS policy requires consideration of whether a group’s views on Israel differ from those of the current Administration.

“Not only is it patently un-American but it is also a clear violation of the First Amendment for a government agency to penalize an organization because of its political position on Israel or anything else,” said Z STREET president Lori Lowenthal Marcus, a former First Amendment lawyer.   “This situation is the same as if the government denied a driver’s license to people because they were Republicans or Democrats. It goes against everything for which our country stands.”

Z STREET filed for tax-exempt status in January of this year and, despite having met all of the requirements for grant of this status, the application has been stalled.  An IRS agent told Z STREET’s lawyers that the application was delayed because of a Special Israel Policy that requires more intense scrutiny of organizations which have to do with Israel, in part to determine whether they espouse positions on Israel contrary to those of the current Administration.

Z STREET is a Zionist organization that proudly supports Israel’s right to refuse to negotiate with, make concessions to, or appease terrorists.  Z STREET’s positions on Israel and, in particular, on the Middle East “peace process” differ significantly from those espoused by the Obama administration.
If Z STREET had tax-exempt status, its donors would be able to deduct contributions from their taxable income. The IRS's refusal to grant tax-exempt status to Z STREET has inhibited the organization‘s fundraising efforts, and therefore impeded its ability to speak and to educate the public regarding the issues that are the focus and purpose of Z STREET.

The lawsuit, Z STREET v. Shulman, Commissioner of Internal Revenue, was filed today in the United States District Court for the  Eastern District of Pennsylvania.

Maid 'tortured' with nails to have surgery

A Sri Lankan housemaid with nails embedded in her body is to undergo surgery, her doctors said.

LP Ariyawathie, 49, said her employer in Saudi Arabia inflicted the injuries as a punishment, according to medics at Kamburupitiya Hospital, Sri Lanka.

"She was brought in complaining her Saudi employer drove nails into her body," said hospital director Prabath Gajadeera.

"X-rays showed that there were 24 nails and a needle."

The nails were up to two inches (5cm) long, said Mr Gajadeera.

"There is one nail on the forehead, just under the skin," he added.


Ms Ariyawathie, a mother of three, travelled to Saudi Arabia in March to become a housemaid.

Last week, she flew back to Sri Lanka and was admitted to hospital in the south of the island, where she told doctors she had undergone abuse for more than a month.

"When we checked her, we found 24 metal pieces in her legs and hands. She still can't properly sit down and walk," Dr Kamal Weerathunga told BBC Sandeshaya.

Doctors said Ms Ariyawathie was deeply traumatised and unable to give full details of her experience.

But she is not in a serious condition and surgeons are expected to try to remove the metal objects from her body on Friday.

Sri Lankan authorities have told journalists in Colombo that an investigation has been launched.

Around 1.8 million Sri Lankans are employed abroad, 70% of whom are women.

Most work as housemaids in the Middle East, while smaller numbers work in Singapore and Hong Kong.

What makes Kusuma cry is not the memory of repeated assaults but the look on her children's faces when they saw her in hospital. "After three months, I asked Madam for my salary and she started to beat me with iron bars and wooden sticks," the maid explains of her time in Saudi Arabia.
"Sometimes she would take a hot iron and burn me or heat up a knife and put it on my body."
Kusuma is still trying to understand why her employer treated her this way when she had not done anything wrong.
Kusuma says that one day her employer just tired of her. The employer said they were going to the police station and that Kusuma would be arrested.
Instead she just put her on a plane back to Sri Lanka, knowing she would never be prosecuted for torturing her.
Blacklisting
Sri Lankan Minister of Labour Mahinda Samarasinghe assures maids that the government "has been taking these issues up with the relevant authorities and they have been in the main responding positively".
However, labour activists say it is essential Sri Lanka operates a blacklisting system for rogue employers.
The minister says that will depend on the co-operation of the Saudi authorities, who have not yet agreed.
A recent survey by Colombo University found a quarter of Sri Lankan maids had suffered problems such as abuse or lack of payment while abroad.

The Bureau of Foreign Employment runs a counter at Colombo airport to help returning maids with problems.
It says on average 50 a day come back in distress.
Lebanon does operate a blacklist system for bad employers, but that did not help 41-year-old Soma, who recalls repeated rapes by the 18-year-old son of her female employer.
"When I went to his bedroom he closed the door and removed my clothes and his. When I tried to resist he threatened to kill me," she says.
Soma says she begged him to spare her on the grounds that she had a son his age.
"Another day, his four friends came to the house. When I took tea to the room they closed the door and kept me on their laps and started to touch my body and abuse me," she says in tears. All the men then raped her.
There was little comfort from Soma's employer, who seemed to think she had employed a prostitute for her son rather than a cleaner for her house.
"I complained to his mother and she just said, 'I will give you pills to make sure you don't get pregnant' and she beat me."
Soma eventually escaped from the flat and walked for four hours until she met by chance a Sri Lankan couple who took her home, fed her and took her to the embassy.
Although the rapes were reported to the embassy and police, Soma was just put on a plane home. Nothing happened to her rapists.
Training efforts
"We are not in a position to say, 'Look here, ensure that all of these things are in place otherwise we will not send our people'," says Minister Samarasinghe about the need for better insurance and health cover if something does go wrong.
Migrant workers make up the largest net foreign exchange earner for Sri Lanka and the country has a huge unemployment problem, so it often cannot dictate terms to richer nations.
Training the maids about what to expect is a key issue.
"If a person is trained at the Sri Lanka Bureau of Foreign Employment, I don't see that person will have a problem," says Shoaib Abdeen, who runs the Mount Lavinia school for maids.
The government says all women going to Arabic countries have to take basic language courses and learn cooking.
Those going to the more lucrative markets of Singapore, Hong Kong and Cyprus get extra classes like map reading.
The maids are advised not to run away from their employer if they encounter problems but maintain a positive attitude.
Given the high failure rate of women workers overseas, it might be better to teach an escape plan should the need arise.

BP Catastrophe Part XIII: the underwater oil plume: it aint' over until it's over!

 WHOI Scientists Map and Confirm Origin of Large, Underwater Hydrocarbon Plume in Gulf


This illustration shows a plume of hydrocarbons emanating from the Deepwater Horizon oil spill. The plume was identified using the autonomous underwater vehicle (AUV) Sentry, instrumented with a TETHYS mass spectrometer. The vehicle made numerous criss-cross penetrations to map the parameters of the 1,100-meter-deep plume. Woods Hole Oceanographic Institution (WHOI) scientists, who conducted the NSF-funded work in June 2010, report the plume they measured was 1.2 miles wide and 650 feet high. WHOI developed and operates Sentry.

Underwater 'River' of Oil Confirmed in Gulf

And just when things were looking up for the Gulf... a huge underwater oil plume has been discovered.
The hydrocarbon plume/river is 22 miles long, 1.2 miles wide, and 650 feet high. It isn't pure crude, of course; it's more like a mix of oil and water.
Why isn't the oil floating to the top?
Crude is lighter than water, so it usually does... But this spill is different.

Apparently, the cold water and high pressure that exist at these depths are preventing it from coming to the surface. Dispersants may be playing a role as well.
People are calling it a plume, but it looks more like a river to me.
The river of hydrocarbons is currently headed southwest, towards Mexico's coastline. That could cause a nasty international incident in a few months...
Fortunately, scientists say the plume's concentrations of toxic chemicals are dispersing as they travel.
But we're talking about benzene, mercury, and other really nasty chemicals. The full impact of these deep water plumes is not yet understood.
Scientists from WHOI, along with the Coast Guard and other institutions, used an array of high-tech gadgets — including an autonomous unmanned vehicle (AUV) named the Sentry — along with mass spectrometers, to find and track the plume.
Dr. Richard Camilli of WHOI had this to say:
We’ve shown conclusively not only that a plume exists, but also defined its origin and near-field structure.
That certainly runs counter to most of the reports we've seen so far.
Dr. Samantha Joye, a marine science professor at the University of Georgia, said told the NY Times:
The idea that 75 percent of the oil is gone and is of no further concern to the environment is just incorrect.
For now, we don't know if more plumes are lurking out there. The ocean currents at these depths are still somewhat of a mystery, even to scientists who study them for a living.
We can only hope for the best, and be glad that efforts to limit damage from the spill have picked up in recent months.
Just today I talked to a friend who is down in New Orleans, coordinating and working on the cleanup. He told me things have improved dramatically from the chaotic early days.
Thousands of bright folks are working around the clock to clean this one up.

Israel's leaders are reportedly concerning themselves with one question today. Are there any circumstances in which US President Barack Obama will order the US military to strike Iran's nuclear installations before Iran develops a nuclear arsenal? 

From Prime Minister Binyamin Netanyahu down the line, Israel's leaders reportedly raise this question with just about everyone they come into contact with. If this is true, then the time has come to end our leaders' suspense. 

The answer is no. 

To all intents and purposes, there are no circumstances in which Obama would order an attack on Iran's nuclear installations to prevent Iran from developing and fielding nuclear weapons. Exceptions to this statement fall into two categories. Either they are so implausible that they are operationally irrelevant, or they are so contingent on other factors that they would doom any US attack to failure. 

Evidence for this conclusion is found in every aspect of Obama's foreign policy. But to prove it, it is sufficient to point out point three aspects of his policies.

First of all, Obama's refuses to recognize that an Iranian nuclear arsenal constitutes a clear and present danger to US national security. Obama's discussions of the perils of a nuclear Iran are limited to his acknowledgement that such an arsenal will provoke a regional nuclear arms race. This is certainly true. But then that arms race has already begun. Saudi Arabia, Jordan, Egypt, Turkey, the UAE, and Kuwait have all announced their intentions to build nuclear reactors. In some cases they have signed deals with foreign countries to build such facilities.

And yet, while a nuclear arms race in the Middle East is bad, it is far from the worst aspect of Iran's nuclear program for America. America has two paramount strategic interests in the Middle East. First, the US requires the smooth flow of inexpensive petroleum products from the Persian Gulf to global oil markets. Second, the US requires the capacity to project its force in the region to defend its own territory from global jihadists. 

Both of these interests are imperiled by the Iranian nuclear program. If the US is not willing to prevent Iran from acquiring nuclear weapons, it will lose all credibility as a strategic ally to the Sunni Arab states in the area. For instance, from a Saudi perspective, a US that is unwilling to prevent the ayatollahs from fielding nuclear weapons is of no more use to the kingdom than Britain or China or France. It is just another oil consuming country. The same goes for the rest of the states in the Gulf and in the region.

The Arab loss of faith in US security guarantees will cause them to deny basing rights to US forces in their territories. It will also likely lead them to bow to Iranian will on oil price setting through supply cutbacks. In light of this, the Iranian nuclear program constitutes the greatest threat ever to US superpower status in the region and to the well-being of the US economy.

Then there is the direct threat that Iran's nuclear program constitutes for US national security. This threat grows larger by the day as Iran's web of strategic alliances in Latin America expands unchallenged by the US. Today Iran enjoys military alliances with Venezuela, Nicaragua, Ecuador, Brazil and Bolivia. 

As former US ambassador to the UN John Bolton has argued, at least the Soviets were atheists. Atheists of course, are in no hurry to die, since death can bring no rewards in a world to come. Iran's leaders are apocalyptic jihadists. Given Iran's Latin American alliances and Iran's own progress towards intercontinental ballistic missile capabilities, the prospect of a nuclear-armed Iran makes the Cuban missile crisis look like a walk in the park.

In the face of this grave and gathering threat, Obama cancelled plans to deploy anti-ballistic missile shields in Poland and the Czech Republic. He has shunned the pro-American Honduran and Colombian governments in favor of Nicaragua and Venezuela. He has welcomed Brazil's anti-American president to the White House. He cancelled the F-22. 

THE FACT that Obama fails to recognize the danger an Iranian nuclear arsenal poses to the US does not in and of itself prove that Obama would not attack Iran's nuclear installations. After all, the US has fought many wars and launched countless campaigns in its history against foes that posed no direct threat to the US. In most of these cases, the US has fought on behalf of its allies. 

In the case of Iran's nuclear weapons programs, because the Iranians have openly placed Israel first on their nuclear targeting list, US debate about Iran's nuclear program has been anchored around the issue of Israel's national security. Should the US attack Iran's nuclear installations in order to defend Israel? 

Given the distorted manner in which the debate has been framed, the answer to that question hinges on Obama's view of Israel. Recent moves by Obama and his advisors make clear that Obama takes a dim view of Israel. He views Israel neither as a credible ally nor a credible democracy. 

First there is the character of current US military assistance to Israel and to its neighbors. In recent months, the Obama administration has loudly announced its intentions to continue its joint work with Israel towards the development and deployment of defensive anti-missile shields. Two things about these programs are notable. First, they are joint initiatives. Just as Israel gains US financing, the US gains Israeli technology that it would otherwise lack. 

Second, as Globes reported last week, the Obama has actually scaled back US funding for these programs. For instance, funding for the Arrow 3 anti-ballistic missile program - intended to serve as Israel's primary defensive system against Iranian ballistic missiles -- was cut by $50 million. 

The defensive character of all of these programs signals an absence of US support for maintaining Israel's capacity to preemptively strike its enemies. When the Pentagon's refusal to permit Israel to install its own avionics systems on the next generation F-35 warplanes is added to the mix, it is difficult to make the argument that the US supports Israel's qualitative edge over its enemies in any tangible way.

An assessment that the US has abandoned its commitment to Israel's qualitative edge is strengthened by the administration's announcement this week of its plan to sell Saudi Arabia scores of F-15 and F-16 fighter jets for an estimated $30 billion. While the US has pledged to remove systems from the Saudi aircraft that pose direct threats to Israel, once those jets arrive in the kingdom, the Saudis will be able to do whatever they want with them. If one adds to this equation the reduced regional stature of the US in an Iranian nuclear age, it is clear that these guarantees have little meaning. 

Obama's moves to reduce Israel's offensive capacity and slow its acquisition of defensive systems goes hand in hand with his rejection of Israel's right to self-defense and dismissive attitude towards Israel's rule of law. These positions have been starkly demonstrated in his administration's treatment of Israel in the wake of the IDF's takeover of the Turkish-Hamas Mavi Marmara terror ship on May 31. 

In the face of that blatant display of Turkish aggression against Israel as it maintained its lawful maritime blockade of Hamas-controlled Gaza's coastline, Obama sided with Turkey and Hamas against Israel. Obama demanded that Israel investigate its handling of the incident. Moreover, Secretary of State Hillary Clinton claimed that Israel was incapable of credibly investigating itself and so required Israel to add non-Israeli members to its investigative committee. 

Yet even Israel's acceptance of this US humiliation was insufficient for Obama. His UN envoy Susan Rice then demanded that Israel accept a UN investigative panel that is charged with checking to see if the Israeli committee has done its job. And if the UN panel rejects the Israeli commission's findings, it is empowered to begin its own investigation. 

As to the UN, as former Obama and Clinton administration officials Ray Takeyh and Steven Simon explained in an article in the Washington Post last week, Obama's national security strategy effectively revolves around subordinating US national security policy to the UN Security Council. In the remote scenario that Obama decided to use force against Iran, his subservience to the UN would rule out any possibility of a surprise attack. 

 Although in theory the US military's capacity to strike Iran's nuclear facilities is much greater than Israel's, given its practical inability to launch a surprise attack, in practice it may be much smaller. 

ALL OF these factors constitute overwhelming evidence that there are no conceivable circumstances under which Obama would order a US strike on Iran's nuclear installations to forestall Iran's development of nuclear weapons. And this reality should lead Israel's leaders to three separate conclusions. 

First, and most urgently, Israel must attack Iran's nuclear installations. Iran's nuclear ambitions must be set back at least until 2017, the latest date at which a new -- and hopefully more rational -- US administration will certainly be in office. 

Second, given the fact that the US will not take action against Iran's nuclear installations, there is no reason for Israel to capitulate to US pressure on lesser issues. The Obama administration has nothing to offer Israel on this most important threat and so Israel should not do anything to strengthen its position. Among other things, this conclusion has clear implications for Jewish construction in Judea, Samaria and Jerusalem, Israel's future responses to Lebanese aggression, as well as for Israel's continued cooperation with the UN probes of the Turkish-Hamas terror ship. 

Finally, Obama's behavior is a clear indication that Israel was wrong to allow itself to become militarily dependent on US military platforms. Former defense minister Moshe Arens wrote recently that Israel should strongly consider abandoning plans to purchase the F-35 and restore the scrapped Lavi jetfighter to active development. Arens suggested that in doing so, Israel may find willing collaborators in the Indians, the French and even the Russians. 

No, the US has not become Israel's enemy - although the Obama administration has certainly struck an adversarial chord. Polling data suggests that most Americans disagree with Obama's treatment of Israel and recognize that Iran is a threat to the US.

But polls aside, the answer to Israel's desperate queries is that it is up to us. If the Obama administration teaches us anything, it teaches us that we must rely first and foremost on ourselves.

Brave leaders of Israel: here is our friend, Rabbi Moshe Parry, yesterday in L.A. Moshe, you are magnificent, and I admire your courage; may there be many more like you... such as Rav Dov Lior of Kiryat Arba - Hevron, below.

Drew Wheelan of the American Birding Association flies with Southwings Aviation and the Achafalaya and Lower MIssissippi Riverkeepers over the affected coastline from the Deepwater Horizon Oilspill in Louisiana. The flight takes them from Raccoon Island all of the way to the Mississippi River delta. On the outer islands they find oil on nearly every island and marsh, and see little evidence of any clean up efforts. They also encounter long foamy lines attached to oily sheens which might be from the massive amounts of dispersant used in the Gulf in the last 3 months.
